How is the tone set for chapter 8?

I think the tone is cynical with a touch of futility. Nick sees what Gatsby's obsession with Daisy is doing to him. Gatsby is burning the candle at both ends and Nick tells him straight up, "They're a rotten crowd ... You're worth the whole damn bunch put together." That about sums up the people of East Egg. Still Gatsby can't shake his Daisy obsession and Nick is pretty disgusted by everybody by now.
