How is the idea of making decisions introduced in "The Guest"

All the three characters in the story must make important decisions. Camus introduces these decisions with heavy themes attached to them. Does Daru take the Arab to the police station or does he defile his own moral code? Why does the prisoner choose prison over freedom? Why does Balducci decide to let Daru choose his fate? All of these decisions carry consequences. They are dilemmas attached to cultural and moral themes that are not easily answered.
