How is character development of Offered and Commander is seen in chapter 23 of Handmaid's Tale?

We see a connection between the commander and Moira without a lot of words. In the forbidden room, the commander wants to play scrabble with her. This would have been a forbidden thing to do. The commander is subtle about what he actually wants from her but, in the end, he asks her to kiss him. Moira begins to consider the nature of the commander.
