There are a couple of reasons here. The workers in Reston do not seem to have any idea of how serious their situation is as they enter and exit the building without protection. Dan Dalgard had ordered the workers to wear respirators, but most just ignore his demand. The team also didn't want to cause a huge panic by wearing all the equipment.
