how did Peter hand the results to Cj? why did he do it this way?

He uses waterproof paper, decontaminates it and uses a contraption kind of like a mail chute to send the paper outside Level 4 lab. Any trace of the disease must be decontaminated before it is sent anywhere or the virus can spread.
