What are the conditions in Africa that made it more difficult for biocontainment? In the case of this kind of viruses should Institutes- like CDC- just step in? Why or why not?

People travelled a lot from village to village. The ceremony for the dead left contaminated bodies exposed for days. I think it would be imperative for organizations to move in.
