The first question was how to contain the monkeys..... seal them off and let them die or euthanize and burn them. The ethical questions were;
“How ethical is it to let these animals go a long time before they die? And how do we assure the safety of people in the meantime?
Political questions....
Should the Army become involved? The Army has a mission, which is to defend the country against military threats. Was this virus a military threat?
