Why should the united states be concerned with outbreaks? (or infectionous diseases) that occur

Infectious diseases have the ability to spread and wipe out entire populations. For one of these diseases to make its way across our borders in any form could decimate our population. These outbreaks could also be occur as a result of terrorism. The United States is concerned with the protection of its citizens.
