How is the behaviour of Frankland what type of behaviour does he show positive / Negetive

Franklin's behaviors are negative for the most part. He enjoys instigating trouble and spies on his neighbors. Judging by his behavior in regard to his daughter, Laura, Franklin could also use some parenting lessons.
