Chapter 10: What was the intended purpose of the "star-crossed lovers" ploy?

This ploy is meant to build excitement and sympathy for Katniss and Peeta with people in the Capitol. They will gain support and massive popularity, which will force the Capital to capitulate and not kill either of them at the end of the games.
