How does Katniss make sure she's able to go to the feast?

Katniss mulls over plans to get to the feast, but cannot come up with anything plausible, as Peeta doesn't want her to go. Then a parachute descends bearing a sleep potion, which Katniss uses on Peeta, so she can leave for the feast undetected.
