when power can be used physically or literately, it can be abused in both ways. but during the whole film, what language is used to gain power from the capitol or districts?

Propaganda is used in Panem throughout The Hunger Games. The capital utilizes media, which includes television, posters, the idea of the "star-crossed loves, and the promotion of the tributes.
