I believe so. Coriolanus Snow thought that the song was written for Billy Taupe, her ex-boyfriend who cheated on her with the Mayor's daughter but he realized that the song was written for him.

Katniss' father I believe told her the song but didn't tell her who wrote it. He did, however, told her not to sing the song anymore, as Commander Hoff had told Lucy Gray Baird not to sing it anymore as well.
