No, not in the Hunger Games. Katniss is torn between her attraction to Gale and her feelings for Peeta.

Peeta is in love with Katniss from the beginning. At the end of the third story, they do get married; whether they truly live "happily ever after" is a question. They achieve some peace and seem content, but they have lived through and seen so much that they may just be "the way it is" after building up their relationship so much through all of the games and competition.
