When Peeta declares his love for Katniss in the interview, does he really mean it or did Haymitch create the "star-crossed lover" story?

I think that Peeta was always in love with Katniss. Although the star-crossed lover narrative works to their advantage, Peeta also loves Katniss.

Peeta has always loved Katniss and Haymitch just played the "star-crossed" lover level.
