This means that the Gamemakers are deciding if they are ready for the games or not. Rue scored a 7 for her size and age, Peeta pulled a score of 8, both Cato and Clove from District 2 pulled a score of 10 (no surprise there. After all, they are Careers) and Katniss pulled a score of 11 because she showed them guts and strength.
