What happens if someone is picked/volunteers but dies before entering the arena?

Just a random question that came to me. Say someone accidentally dies in training or if they commit suicide so they don't die painfully in the arena, what would they do? Would they just only send 23 people in or would they reap another person?

I don't believe this problem is addressed in the novels, but I would assume they would reap another person. Every district has to be represented.
