What is the proof, stating that "flowers symbolize the violent senseless murder of a child", according to Rue's death?

Did, it somehow mention in the book, that the flowers, or the reason, Katniss, used flowers around Rue, was specifically to symbolize the "sensless murder of her"?

Katniss finds the flower Rue that the girl was names after. Flowers generally symbolize innocence and purity. The Rue flowers also symbolize Rue. The Capitol does not want Rue's death to be special in any way.
