Who are the antagonists in Hunger Games?

I'm going to have to go with President Snow (started the Hunger Games), the government (sponsors the Hunger Games), and maybe most important of all.......... the people who flock to their television screen to watch the Hunger Games. Let's face it......... it there weren't anyone watching, they wouldn't be able to have the games.
