Why they show what they shows and vice versa
The way in which the people in the Capitol act shows that they want to control all news media; this is a propaganda technique and is designed to keep the people submissive. Punishment is shown as a deterrent to keep the people in line; anything that might make the people feel good about themselves is often kept hidden because it would increase their self-esteem and make them feel that they have rights.
