If you're refrring to the Tuskegee testing, the ethical issue is also a moral issue. Is it morally or ethically right to knowingly infect any group of people with an illness for experimentation? These men didn't all go into the experiment infected and willing to be observed..... men were purposefully infected with a sexually transmitted disease.
