Why did Joe turn himself in to the police?

Joe's sister Deborah wanted him to turn himself in immediately. Unfortunately, no one else agreed. In the end, Joe was on a downhill spiral.... it was either turn himself in, or take the chance he'd kill someone else, possibly, he'd be the one to be killed.
