Why does Algernon consider a woman who flirts with her husband in public scandalous?

During Victorian times, flirting was considered inappropriate. Flirting with one's own spouse would be something considered only appropriate within the confines of home. Through the character of Algernon, Wilde is addressing the constraints of Victorian England..... his comments are satirical.
