The narrator comments "Jurgis... would not have known how to pronounce 'laissez-fare'" What does it mean and why is this mentioned?

Laissez-faire defines a policy or attitude of letting things take their own course, without interfering.

In my opinion, this term is used to illustrate Jurgis' ignorance. Jurgis would not have thought of challenging his employer or the status quo.
