What prevents the close-knit family the Jurgis desires?

It's in chapter 10. The family now faces taxes, insurance, and sewer fees. Marija and Ona both struggle with work. Ona gives birth to a son, but finds herself in poor health.

I think you mentioned them already. Poverty and corruption prevents the family from achieving the American Dream.
