Chapter 18: Bukhur’s oldest son says that the Khan is merciful. If you agree explain why, or explain why not if you think he left for another reason?

I suppose, being the dreaded emperor Kublai Khan, could have killed them but had a policy of not shedding the royal blood of even his enemies. I suppose that's pretty merciful.
