In paragraph 4, what can you infer from the hesitation on the the part of some of the characters to help with the handling of the black box?

From the fourth paragraph, we can infer that the black box represents somthing that the "townspeople" don't want to touch... that what it contains, as well as the tradition of the lottery might be nothing like we imagine.
