Why doesn't the box have a permanent storage place? What my this tell you about the community

As is indicated earlier in the story, the community and some of its traditions are changing. Old Man Warner, who has outlived every lottery so far in his life, grumbles about the fact that some towns have actually stopped the lottery. The lack of a permanent storage place suggests that all the townsfolk want is a safe place for it, but they do not place any real significance on where it goes during the year. Perhaps, if they "live through" another lottery, they forget about it for a year so the location is not that important.
