in lines 26-27, what does prufrock mean when he says that there will be time "to prepare a face to meet the faces that you meet?

The speaker keeps repeating that "There will be time," to complete himself as a man  but he doesn't sound very convincing. We also wonder if he is trying to convince himself or convince a lover that might not even exist.
