1) As a character or as piece of literature? As a character, Prufrock is an aging loner, who is socially inept. I'd like to feel sorry for him as a character, but I have to admit..... I find him rather pathetic.
2) Prufrock is unable to make a decision, thus, he is unable to take action.
"And time yet for a hundred indecisions, / And for a hundred visions and revisions, / Before the taking of a toast and tea" (32-34).
