Why does Prufrock have so much difficulty making decisions?

Prufrock has trouble has trouble being assertive, even in his own mind. He buries decisions inside his mind, which exhaustively deliberates between different courses of action. His thoughts are so evasive to making a decision that if he finally does make up his mind, it is too late.
