I think this has to do with how society treated marginalized peoples. The fact that the resorts hired security to keep "undesirables" out, shows entitlement of ruling society. For them, maintaining power was more important than allowing people of any ethnicity to find a safe place to stay. It becomes both ironic and fitting that Frenchie and his group should stay at the resort now.
