According to sergeant, why is a spell put on the monkeys paw ? Does this relate to the story at all?

According to the Sargeant, a holy man, "an old fakir," cast his spell upon the monkey's paw. His objective was to "To show that fate ruled people's lives." This relates directly to the story, and is illustrated by the tragic occurences that accompany the White's wishes.
