What do you think Maupassant/the narrator feels about his characters? Is he sympathetic? Distant? Judgmental?

I think that the author is largely sympathetic to his characters. Mathilde's life is not over as a result of toiling away to replace the necklace. She gains something more valuable than her lost physical beauty. Her husband sticks by her and they both come out of this a little wiser and self- aware.
