Are there any differences between the second council and first council?

The first council takes notice of Odysseus's plight: The Gods send Hermes to rescue him.The second council comes much later in the poem. The poet basically uses the second council to convey information that the reader needs to know, information about Calypso and Hermes. Many critics feel this second council was unnecessary and that this information could have been conveyed some other way.
