Telemachos is not co-operating. He refuses to oust his mother or consider other options. Zeus intervenes by sending two eagles to attack the people of the city. I'm going to say this is like a "deus ex machina" or God in the Machine. Zeus decides to intervene and put his own conclusion to things.
