Yes, their rebellion does reflect negatively on Odysseus as a leader. A leader who cannot control his men isn't much of a leader. A leader who breaks an oath, which is exactly what happened when Odysseus' man chose not to obey him.... isn't just a bad leader.... he's dishonorable.
