Why does Athena want all the suitors to die?

Question

I understand that she is testing Odysseus and all that, but what does she gain out of every suitor dying, even those who may not deserve it?

It isn't so much that Athena wants all of the suitors to die, as she wants Odysseus and Telemachus to prove their loyalty.
