Homer, through Odysseus, wants us to understand Greek values and customs. Cyclopes have no values, government, or laws, they are in essence nothing more than Barbarians. Odysseus comments on their way of life and focuses on their lack of values in order to stress how important these values are in the Greek culture. The cyclopes are an example Odysseus (Homer) holds up as what not to be.
