When the fish is first hooked there's no comparison in their strength; the fish has the advantage in that it is not old, hungry, thirsty, and physically exhausted. After day of trying to escape, the fish is just as exhausted as the fisherman, but the fisherman has the advantage due to the tools of his trade.
