what happened to sam and frank on dayton street?

In Chapter Six, a man attempted to pull Frank aside in order to borrow two dollars. Frank responded he did not have the money to loan him, and the man pulled out a gun. In the end, Frank ignored the man and walked away. Sam wasn't sure whether "Frank believed the guy didn’t have the heart to shoot him, or he didn’t care."
