What Steinbeck does is: he sort of zooms the camera from a larger panorama to the smaller details (kind of his signature thing, it happens in Of Mice and Men, Cannery Row too). It links the "smaller" fishermen to the larger natural world. They live and breathe the estuary (Steinbeck describes the air as being wet with sea mist. The Gulf moisture pervades the town)
