Although subdued, I would say line 13 enters the speaker into a relationship with the night that he had not had before. We see that the moon is now his clock that "proclaims" the time. The speaker does not seem as lost anymore. There is an acceptance about the mystery of the night. The speaker seems to accept that there is "neither wrong nor right" within the context of the night but he no longer fears this because he has become acquainted with the night.
