In order for a Prince to keep from being hated, he needs to delegate anything that might compromise his people's love for him to others, namely, by using a government body to implement law. As a result, the Prince will not have to oppose the nobles, and the people will not blame him. Happy nobles are a way of avoiding conspiracy

"From it a noteworthy lesson may be drawn: princes should delegate unpopular duties to others while dispensing all favors directly themselves. I say again that a prince must respect the nobility, but avoid the hatred of the common people."
