Ina general context this all depends on the extent of the disorder and what kind of war one might face. Consider the following line in The Prince: “men ought either to be caressed or destroyed, since they will seek revenge for minor hurts but will not be able to revenge minor ones.” Machiavelli thinks that the people must never be allowed to incite and remain in chaos. People must be subservient and rewarded or destroyed by their leader.
