Why does Machiavelli suggest that every prince ought to desire to be “clement and not cruel”? What does he warn about regarding “too much mercy” by rulers?

I think a Prince who is not merciful risks the population turning on him. He risks hardening his heart and creating enemies. Being too merciful lets people take advantage of him and shows weakness.
