Is Hester's relationship with the law paradoxical?

I think it certainly is . She has broken the law yet the town uses her as an example of the law. They use Hester as a public reminder of the law yet condemn her and put her in relative hiding (hut outside of village) at the same time.
Is this because Dimmesdale's special concern and sympathy for her? (my own personal question)
