How does Chauvelin manage to be a threatening villian without ever having to engage in physical combat with the Pimpernel?

The Chauvelin is an evil man, and his position and knowledge make him threatening whether he physically engages in combat or not. Chauvelin's mind games give him power.... not only over the Pimpernel but within the government. The man is extremely intelligent, and all in all, his desire is power. The fact that he is the only one who knows the identity in the government cements his position (he'd not be so important if the Pimpernel were to be caught). None-the less, it is important to him (for personal reasons), that he be the one to take the Pimpernel down.
