Why was the lady in the café whispering into the mans ear?

The only evidence I see of "whispering" in Chapter 29 is as follows;

Thomas hadn’t heard anything, and the other Gladers didn’t seem to notice, either. But Jorge was already at Brenda’s side, whispering something in her ear. She was just moving to stand up when a crash exploded down the hall—from the stairs they’d used to reach the stash.
