What is the supermarket really trying to do when providing miniature shopping carts for children?

I see no direct reference to children's shopping carts in the novel, The Secret Life of Bees. Children's grocery carts are proven to increase spending..... how many parents are going to make their children put product back on the shelves before checking out?
